New City of Spokane Ordinances

Two new ordinances (#36330 and #36366) were recently passed by the Spokane City Council, which will undoubtedly affect the financial position of property owners and landlords.

Below is a summary of the main points from the new ordinances which will have the greatest impact on owners and landlords:

  • Landlords will now have to pay an annual fee for a business license in the amount of $15/unit plus licensing fees
  • Frequent random code inspections will be implemented, which will require landlords to pay for any upgrades deemed necessary
  • Landlords will be required to disclose history of any mold or meth manufacturing in their units
  • Financial support will be provided to tenants for relocation services due to uninhabitable living conditions – this should mitigate some damages to landlords caused by residents receiving rental support from a government or nonprofit, although funding may be limited
  • Background checks and credit checks can be required by landlords at their discretion, and paid for by tenants
