The Spokane City Council approved a new law on Monday, October 14th which prevents apartment landlords from evicting tenants or raising rents if their apartment units are not registered with the city. The law was enacted in an attempt to get more landlords to register with the city and purchase business licenses, reiterate existing living standards for units, and maintain a database of rental units in the City. Currently, only 21,000 out of the approximate 40,000 rental units in the City of Spokane are registered.

If you are a registered landlord in the City of Spokane, you are required to pay an annual fee of $127 for a business license and an annual fee of $15 per unit (with some exceptions for low income units). While this new law increases the red tape imposed on landlords by the City, it is important for owners to register as soon as possible in order to maintain their ability to evict dangerous or non-cooperative tenants, and also raise rents to market rates.
